What We Do

Strategy and Implementation

Two offerings. One standard: senior technical judgment that can be acted on — without displacing the teams already doing the work.

Offering

Strategy

We illuminate the path before capital, reputation, and schedule are committed. Strategy work is built to be executed: regulatory pathway, technology choice, site readiness, and the political and institutional terrain around a nuclear decision. We sit with the owner on the case, the path, the commercial structure, and whether the organization can carry it, not only the technical solution.

Scope of an engagement

  • Technology-neutral pathway planning for Gen III+ SMR programs
  • NRC interface strategy under 10 CFR Part 52, including ESP, COLA sequencing, and pre-application engagement
  • Independent assessment of contractor work, risk, and decision quality
  • Technology evaluation: licensing status, workforce, supply chain, and co-location with industrial or data-center load

Offering

Implementation

We hold the line once the path is chosen. Implementation is support that scales with the phase: a tight advisory bench or a fuller team beside utility staff, owners’ engineers, and primary EPC or environmental contractors — reviewing, validating, and closing gaps.

  • Independent technical review of site characterization and licensing deliverables
  • DOE cost-share execution: milestones, reporting, and schedule/budget risk
  • Safety, materials, and environmental analysis that strengthens the record
  • Project recovery when a program has drifted and needs a clear next step

Technical Depth

Where Strategy Meets the Record

The offerings above are only as good as the technical bench behind them. Anor Group’s practitioners work across the nuclear fuel cycle, the regulatory process, and the energy systems that surround advanced reactors.

Nuclear Materials and Spent Fuel

  • Characterization of irradiated materials behavior and degradation
  • Spent nuclear fuel degradation analysis and interim storage strategies
  • Thermal stabilization and metallic fuel reaction kinetics

Nuclear Safety, Oversight, and Regulatory

  • Independent technical review for regulatory compliance and DSA principles
  • Safety envelope evaluation for DOE defense nuclear facilities
  • Risk-informed decision making and nuclear materials stewardship

Cyber-Physical Security and Energy Systems

  • Cybersecurity architecture, governance, and vulnerability assessment for critical energy infrastructure
  • Smart grid, microgrid, DER, and SCADA security
  • Threat modeling, identity and access management, and operational resilience

Environmental Geoscience and Site Support

  • Uranium geochemistry, mineralogy, and environmental behavior of nuclear materials
  • Soil and groundwater assessment, contaminant transport, and remediation at nuclear sites
  • NEPA support, site characterization, and Environmental Report development

Focus

Public-Power Gen III+ SMR, ESP, and Site Characterization

Public-power utilities pursuing Gen III+ small modular reactors face a demanding pathway: technology-neutral Early Site Permits, rigorous site characterization, NRC engagement under 10 CFR Part 52, DOE cost-share compliance, and preparation for multi-unit follow-on deployment. Anor provides targeted senior expertise that complements utility teams and their primary contractors.

Site Characterization and Environmental Oversight

Independent technical review and specialized analysis for geological and geotechnical characterization, probabilistic seismic hazard assessment (PSHA), hydrology including PMF and groundwater modeling, atmospheric dispersion, liquid effluent calculations, terrestrial and aquatic ecology, and Environmental Report development under NEPA. Uranium geochemistry and current DOE/NNSA site experience strengthen the defensibility of contractor deliverables.

Regulatory Strategy and NRC Interface

Support for technology-neutral ESP pathways, pre-application engagement, exemption and departure strategy, Limited Work Authorization planning, emergency planning considerations, and document readiness. Prior Defense Nuclear Facilities Safety Board and national laboratory experience supplies an independent nuclear safety view that complements operating utility licensing teams.

Typical Project Elements

  • Geological field reconnaissance and seismic surveys
  • Probabilistic Seismic Hazard Assessment (PSHA)
  • Groundwater flow modeling and liquid effluent analysis
  • Atmospheric dispersion and dose calculations
  • Environmental Report chapters and NEPA alignment
  • Emergency planning zone considerations
  • Technology-neutral ESP strategy
  • Independent review of contractor deliverables
  • DOE milestone and compliance support

How We Engage

A Bench That Scales, Not a Substitute EPC

Engagements scale with the phase. We assemble the senior expertise required — a short advisory or a larger implementation team — without becoming the EPC or a standing overlay.

On an illustrative public-power ESP effort under a DOE Gen III+ SMR Pathway award, Anor’s role is independent validation of site characterization, licensing strategy, and DOE compliance. We do not displace primary EPC or environmental contractors. The aim is schedule confidence, reduced risk, and a stronger foundation for COLA and multi-unit deployment.
